Debate with certain consensus

11 October 2011 a debate took place on mutual allocation of values between the European Union and member states. What values can the EU offer and what values can a member state offer to the EU? A theme during this debate was Europe and the world. Two impressive speakers highlighted the position and influence of Europe in the world: J. de Hoop Scheffer and A.J. Boekestijn.

Questioned was whether more Europe is possible and if so, how much? To fall of to one permanent seat in the Security Council of the UN is not to imagine. France and the UK are not pushing to install one seat in stead of present two.

There is also no European unity concerning the state of affairs on the Balkans and on energy policy. Diversity is a phenomena that hardly creates unity in policies. In this connection it should be wise to look at the US.

We landed in an era with power shifts, wherein the US is going to live in reduced circumstances, the EU is faltering and the NATO has once in a while a shortage of weapons to fight. What to choose and what to do? If Europe wants at least to proceed, it should go further to look for converging interests of the UK, France and Germany and it should abandon quarrels.

It should also establish a common European defence policy, better be able to protect itself against external threats and initiate a common European foreign policy towards emerging countries such as China and India. These aspects are all in front and asking for more unity.

But it all is not easy. And certainly not to explain to the citizens. To state 'only more Europe' is not sufficient, for what is meant by this? We also meet swift shifting of powers. Europe has difficulty to use to this phenomena. Intensifying European cooperation and realizing a more substantial responsibility towards foreign policy is the only direction. In fact, there is no alternative.

A NATO command structure together with the EU without competition. An ambitious Europe and EU in the G20 with 1 European voice. Another approach for energy than policies from out the past. Defence policy should much better be coordinated. Looking to austerity measures in fields of defence, there was no consult amoung EU member-states. Countries can not do it on their own.

We need to keep the institutions, we need context to guarantuee peace and security.
